Site Safety Officer

Position: Site Safety Officer

Location: West and East Malaysia

Commence: Year 2022

Criteria:

• Provide advice and work closely with department, including Contractors on Health, Safety and Environment (HSE) matters, to ensure that conducted activities are in full compliance to HSE regulatory and company requirements covering HSEMS, MCF and TIPS.
• Provide analysis on specific concerning areas impacting HSE performance by identifying gasps and monitor the implementation of intervention plans for gap closure and continuous improvement initiatives towards achieving HSE excellence.
• Lead regular HSE inspection / assurance to ensure that HSE risk associated with work activities as well as risk posed by facilities, equipment, and consumables are managed to a level that is a low as reasonably practicable (ALARP) and guide frontline of wells in the implementation of HSEMS, MCF and TIPS by providing g HSE Tier 1 oversight.
• Conduct / participate  in site incident investigation, ensuring that the incident investigation process is carried out in accordance with the incident investigation & reporting procedures and to effectively identify potential root causes and develop effective intervention plan to prevent the reoccurrence of similar incident to safeguard and protect people, environment, asset & reputation.
• Participate in HSE Risk Assessment and report review to ensure accurate assessment of risks and all threats are being addressed, adequate control and recovery barriers are identified and to influence Technical Authority and Line Management for adoption for recommendations.
• Plan, coordinate and analyze effectiveness of emergency preparedness and drill exercise (Tier 1) and drive the implementation of effective emergency response programs at work location.
• Manage the tracking and monitoring on the closure of action items of emergency drills/exercise
• Formulate areas to be improved through analyzing Contractor HSE performance data and assist Operation team and Well Site Supervisor (WSS) in providing sound advice to contractor for HSE compliance; and alignment with Upstream HSE including evaluation of tendering processes.
• Monitor implementation of intervention plans for gap closure and ensure continuous improvement towards sustenance of Contractor HSE excellence.

Technical Safety Engineer

• Competency in various qualitative and quantitative formal safety risk assessment methodologies, (i.e. Quantitative Risk Analysis (QRA), HAZID, HAZOP, Fire and Explosion Consequence and Risk Analysis (FERA), Non Flammables Hazards Analysis (NFHA), Ship Collision and Dropped Objects (SCA, DOA), Escape, Evacuation and Rescue Analysis (EERA), Emergency Systems Survivability Assessment (ESSA), Smoke and Gas Ingress Analysis (SGIA), Temporary Refuge and Impairment Assessment (TRIA), Environmental Impact Identification (ENVID)
• Ability to identify potential Major Accident Events (MAE), Safety Critical Elements (SCE) and measure effectiveness against Performance Standards (PS). Manage Safety Integrity Level (SIL) Assessment, familiarity with Layer of Protection Analysis (LOPA) and SIL verification processes
• Experience of process hazard analysis software such as (e.g. PHAST, PHA-Pro), and conversant with Computational Fluid Dynamics (CFD) analysis techniques
• Familiar with Human Factors Engineering, Working Environment, Environmental Engineering
• Must possess a good understanding of the basic discipline work processes of a FEED and EPCIC project
• Must be well versed with relevant safety related international codes and standards such as API, NFPA, ISO, SOLAS
